Cannot Change FOV, Seat Position, etc...

Not sure when this started, but I cannot change the FOV (Field Of View), seat position, or any option which changes my position inside of the cars. I've looked in the settings, but nothing seems to have changed since the last time I used these settings. This may be due to a recent game update but I cannot be sure.

Is anyone having this issue? What is the solution.
